XXIII annual meeting of Association of regional banks of Russia

On May 23 the Moscow President-Hotel hosted XXIII annual meeting of Association of regional banks of Russia. The participants represented the RF presidential administration, leaders and specialists from the RM Ministry of Finance, the RF Ministry for Economic Development, the RF Ministry for Regional Development, the Bank of Russia, Federal Service for Financial Markets (FSFM), Federal Tax Service (FTS), Federal Service for Financial Supervision, ACB, the State Duma and the Federation Council, expert and analytic structures and 300 member-banks.

The Presidium was composed by the Association Chairman, RSPP first executive vice-president Аleksander Murychev, the Association president, member of the National bank board (RF CB), the State Duma deputee Аnatoly Aksakov and chairman of the Association revision commission, chairman of Vladbusinessbank board Tatyana Siniakova.

The future plans happened to play the most important role for the meeting, not the report on the past achievements. President of Rossyia Association Anatoly Aksakov and Expert RA general director Dmitry Grishankov for the first time presented mutually prepared “Concept for the Russian banking sector development till 2020”, based on the Association extensive experience, ideas of member-banks and work of the Expert RA rating agency analysts.

It contains all sorts of proposals aimed at improving legal and normative bases, regulating credit institutions in Russia, and defines important areas of the banking system development, like:

• Improved financial literacy of the population and accessibility of financial services,
• Re-financing mechanisms and simplified bank access to liquidity, including longer periods,
• Non-financial asset involvement into turn-over,
• The securities efficient market,
• Innovations at the financial market.

Implementation of the tasks would turn Russia into the world financial center.

The issues on the agenda were discussed by the first deputy chairman of the Bank of Russia Gennady Melikian, the chairman of the committee on financial market and monetary circulation of the RF Federation Council Dmitry Ananiev, the general director of Deposit insurance agency Aleksandr Turbanov, the vice-president, the board chairman of City mortgage bank Nikolay Shitov, the board chairman of H-S-B-C BANK Stewart Lawson, the chairman of the board of Northern Treasury bank Vladimir Frolov, the board chairman of Moscow Capital Viktor Krestin, the board chairman of Kuban Credit Elena Prostiakova, the general director of Novosibirsk municipal bank Vladimir Zhenov.

At the press-conference journalists raised many interesting questions in relation to the bank system development to 2020, the Association and the Bank of Russia current operations, answered by Gennady Melikian, Anatoly Aksakov, Aleksander Murychev and Pavel Saimiev.
